Intel 530 SSD Performance

I just installed an Intel 530 SSD on my ThinkPad W520 laptop and when I run the ATTO benchmark utility, the drive begins to run at SATA III speed but then drops to SATA II speed.  Using the Piriform Speccy utility I can see that the Max Transfer Mode is SATA III and the Used Transfer Mode is SATA II.  When I restart the laptop, everything is set back to SATA III but after I do some heavy data transfer, it drops back down to SATA II.  Has anyone run into this issue?  I tried two other SSD's and found that a PNY XLR8 Pro exhibits the same problem however a Kingston Hyperx 3K has no issues at all.  This is weird.  I have a second laptop that's almost identical with the exception of the graphics (1000M vs 2000M) and the exact same thing happens.  Here are the attributes of the laptop:

- Bios set to AHCI

- Chipset - Intel QM67 with the latest Lenovo drivers installed with SATA III support for HDD and DVD bay

- CPU - Intel I7 2760QM

- OS - Windows 7 Pro

- Graphics - NVIDIA Quadro 2000M

- SSD - Intel 530 120GB
